Blocked Is Not Removed: An Enforcement-Effectiveness Framework for South Korea’s Digital-Sex-Crime Crackdown

South Korea’s intensified digital-sex-crime enforcement is producing substantial blocking, disruption and investigative activity. But enforcement volume is not the same as enforcement effectiveness. This policy brief proposes a framework that distinguishes domestic blocking from infrastructure removal, tracks illegal-site networks through prosecution and sentencing, measures provider compliance and mirror-domain recurrence, and introduces a victim recurrence-burden indicator. The central question is no longer how much government acts, but whether exploitation networks remain suppressed and victims experience less repeated harm.
