Comprehensive Law, Constrained Conversion:

This paper presents an outcome-based enforcement audit of France’s response to gender-based violence using consolidated 2024 administrative data from the Ministry of the Interior and Ministry of Justice. Applying the Lex Feminae Index® methodology, the analysis examines reporting, prosecutorial filtering, judicial conversion, sentencing, protection measures, and data transparency. France maintains a comprehensive statutory framework, but conversion from identified suspect to final conviction remains limited, at approximately 29% for intimate partner violence and 8.9% for rape. Attrition is concentrated primarily at the prosecutorial-activation stage. Gaps in femicide-specific judicial data and protection-order breach tracking further constrain enforcement traceability. The findings support a Grade D (Weak Enforcement) assessment for France’s 2024 data cycle
