From Law to Effectiveness Proposition de loi No. 3106

This policy brief examines Proposition de loi No. 3106 through the findings of the Lex Feminae Index® France 2026. It identifies an effectiveness gap between France’s existing legal framework on gender-based violence and measurable criminal justice outcomes. The brief proposes four structural measures: justice-chain performance indicators, explicit measurement of case attrition, outcome-based evaluation of protection mechanisms, and an interoperable national police-justice data framework. It argues that legislative expansion should be accompanied by permanent mechanisms capable of measuring implementation and effectiveness over time.
